The Chairman, House Committee on Appropriation, Hon. Abdulmumin Jibrin claims that the major cause of the controversy surrounding the 2016 budget is the shoddy preparation of the budget.
Speaking on ChannelsTV this morning, he further stated that the budget was prepared by a task force of civil servants headed by a Permanent Secretary, before the appointment of ministers.
According to him ''a task force headed by a parmanent secretary prepared the budget in conjuction with a consultant hired for zero budgeting implementation''. He further added that ''the ministers came in and started making changes''. This led to the controversy of padding and denial of figures.
He also said that the DG, Budget office was sacked as a scapegoat to cover the mistake of the executive.
Jibrin further expressed doubts that the Executive does not really know what and what is contained in the budget it submitted.
He said this against the backdrop of accusations that the National Assembly removed some items in the budget and even moved funds from one budget provision to another.
An example of such is the accusation that the 60 billion naira Calabar-Lagos rail project was removed from the budget. To this, the chairman said that, ''the Calabar-Lagos rail project was never in the appropriation bill submitted by President Buhari''.
He asked, ''how can we remove what was not there initially?''
